Cloud Database based monitoring

Can anyone tell that how can we setup monitoring for cloud Based Database in SCOM2016 ?

Assuming your cloud database is Azure PaaS, there is an Azure MP that should do the job.

Would advise to look into the Azure Management Pack provided by Microsoft. From there you can connect to the applicable subscription(s), and setup the monitoring for the resources or services you want. It is not exactly the same as monitoring objects in a windows machine as you may expect. But there is the state of the resource, and in some cases there are metrics exposed you can collect and threshold alert upon.
